Job Summary:

Under general supervision of the assigned supervisor, the Chief Building Inspector is responsible for the enforcement, interpretation, and application of building, zoning, and other applicable ordinances, codes, and regulations for all community development projects, both new and existing. This position is responsible for ensuring all projects meet regulatory requirements and approved plans, specifications and standards. This position will require administrative and technical tasks and involve a high degree of contact with staff, developers, builders, contractors, and the general public. This position is non-supervisory in nature but will oversee projects as work is completed to specifications of approved plans and regulations.

Essential Duties and Responsibilities

  • Inspect new and existing residential and commercial structures for compliance with all adopted building codes, floodplain, and city ordinances.
  • Serves as project coordinator for commercial projects
  • Performs certificate of occupancy inspections for new and existing commercial projects along with Fire and Planning Departments
  • Reviews residential and commercial construction plans and provide comment letters to applicants
  • Documents deficiencies and deviations from approved plans; generate electronic inspection reports utilizing a computer.
  • Maintain computer records and reports concerning inspections, licenses, permits, certificates, etc.
  • Provides input into the code revision and code development process
  • Performs site related inspections to include, but not limited to landscaping, irrigation, sidewalks, and driveways
  • Prepare and write departmental reports and correspondence.
  • Provides excellent customer service; answers questions and concerns related to building, electrical, mechanical, plumbing and safety codes and requirements; consults with engineers, architects, contractors and homeowners concerning deficiencies with technical requirements.
  • Assists Code Enforcement with building related complaints and inspections
  • Coordinates and advises other City departments in matters related to building construction and code requirements.
  • Assists in the preparation of budget
  • Regular and punctual attendance is required.
  • Must demonstrate high ethical standards, trustworthiness, and personal integrity at all times.

Experience, Education, Licenses and Certifications

  • 3-5 years of full-time experience performing field inspections related to all phases of building construction for compliance with approved plans, specifications, codes, and ordinances.
  • Texas State Plumbing Inspectors License is required.
  • Inspector certifications obtained through the International Code Council (ICC) are preferred.
  • Electrical knowledge and training on the National Electrical Code.

  • Knowledge of and ability to interpret and apply applicable federal, state, and local laws, regulations, policies, and ordinances in the scope of duties.
  • Ability to read codes, ordinances, plans, engineering reports, legal documents, specifications, and various forms.
  • Ability to obtain and maintain additional certifications as needed or assigned.
  • Ability to detect deviations from plans, regulations, and standard construction practices.
  • Ability to establish and maintain cooperative working relationships with employees, officials, construction professionals, other agencies, and the public.
  • Ability to assess and prioritize multiple tasks, projects, and demands
  • Ability to operate a personal computer utilizing a variety of business software including but not limited to work processing, permit database, and electronic file management.
  • Ability to demonstrate effective communication, both verbal and written with "Customer Service First" approach to all tasks and correspondence.
  • Ability to collect, tabulate, organize, evaluate, analyze, and present data.
  • Ability to demonstrate effective public speaking and presentation skills to the public, as well as appointed and elected bodies.
  • Ability to present oneself in a professional manner in various settings.
  • Ability to self-initiate work and maintain deadlines without constant supervision.
  • May be called upon to perform supervisory duties up to and including providing technical training and guidance, resolving conflicts and problems in the construction process, preparing information bulletins or code interpretations, and assisting with policy decisions and the code adoption process.

Work is performed in indoor and outdoor environments. Employees are regularly required to sit, stand, and walk for extended periods of time; is required to reach, stoop, kneel, crouch, crawl, climb, push, pull, or balance; occasionally is required to work at high elevations, in trenches and tight spaces. This position is going to regularly navigate construction sites. This position requires medium to heavy physical work requiring the exertion of fifty (50) pounds of force occasionally, up to twenty (20) pounds of force frequently, and up to ten (10) pounds of force constantly to move, lift and push objects.

While performing the duties of this job, the employee regularly works in outside-weather conditions, including rain, wind, and extreme heat and cold temperatures. The employee occasionally works in excavations and roadways and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate to loud.
